1. Nautical theme. This concept is a mélange of nautical images which are paradoxes; as with the water being within the ship and the ship carrying the lighthouse, and the lighthouse being melded with the mariner.

2. The lighthouse is clad in glass and painted sheet metal. The lighthouse is a functioning timepiece that can actuate on the hour, half-hour or quarter-hour. The head of the lighthouse is a two-sided clock that gives time and allows the viewer to anticipate the movement of the mechanical arms. This attribute is
significant since it will control the pedestrian traffic flow to and from the surrounding space with asinusoidal rhythm; that coincides with tidal ebbs and flows.

3. Two vertical and sloped water walls are located on the lighthouse opposite and at the same level to the mechanical arms. The water walls, on the sides of the tower, are made of glass that is illuminated from behind and below. Water flow, down the wall can be fixed flow or variable flow.

4. The mechanical arms are painted metal and remain in a fixed horizontal position during non-time indication periods. Water flows continuously to the arms at shoulder position and fills the hand buckets and in turn overflows to the basin below. When the arms actuate, they swing quickly from horizontal downward and while doing so, release a stream of water from the hand buckets. This produces a streak of water that describes a quarter-arch from the horizontal position down to the vertical position and back to horizontal thus giving the impression that the mariner is using semaphore to communicate the event.

5. The eye shaped basin gives the impression of a ship with a high bow and stern. The lighthouse is placed in the center and is surrounded by a tight circle of vertical display jets. Two equal length lines of vertical jets leave the circle tangentially and are angled to cross longitudinal centerline of the basin at the
midpoint between the lighthouse and the bow/stern.
